- First established in August 1952, the Kaohsiung City Achieve (hereafter referred to as the Achieve) was formerly known as the Taiwan Historical Research Commission of Kaohsiung City, which was under the direction of the mayor in the jurisdiction of the Taiwan Provincial Government.
- The historical research division was established in 1972 after the merging of the Achieve with Kaohsiung City Civil Affairs Bureau in keeping with the city government’s policy of streamlining organizations.
- Elevation of the status of Kaohsiung City as a municipality directly under the jurisdiction of the Central Government, in 1979, led to the reestablishment of the Achieve under the jurisdiction of the Civil Affairs Bureau. The Achieve comprises a chief commissioner who holds a concurrent post as director of the Civil Affairs Bureau, a deputy chief commissioner and six to twelve commissioners consisting of academics and professionals. Administrative duties are executed by a secretary in the Compilation and Administrative Departments, at the subordinate level.
- Confucius Temple and Martyrs’ Shrine were merged with the Achieve by the Kaohsiung City Government in an effort to adjust the organizational framework and bring about greater efficiency in administration. The Kaohsiung City Achieve, which still retained its name after the merging, comprises six to twelve commissioners, a chief commissioner assisted by a secretary, and the Compilation Department, Management Department and Administrative Office, at the subordinate level.
- The Achieve came under the aegis of the Cultural Affairs Bureau on January 1, 2003 when the Bureau was established by the city government.

The Achieve is in charge of the collection, sorting and preservation of historical records, cataloguing of the city archives, management of Confucius Temple and Martyrs’ Shrine as well as ceremonial services. The duties of various divisions of the Achieve are as follows: compilation and management of the publication of the city archives; safekeeping of historical materials; designing, examination, collection, interviewing and communication; publicizing the Confucian doctrines; collection, management and display of historical artifacts of virtuous men, scholars of Confucianism and martyrs. The Achieve is also responsible for the management of ceremonial preparations at Confucius Temple and Martyrs’ Shrine; examination, supervision and review of the operation, management and services entrusted to non-governmental institutions.
The city’s Confucius Temple and Martyrs’ Shrine are not merely majestic architectures, as they are situated by the Lotus Lake in the Shoushan Scenic Area, which provides unlimited view of a beautiful landscape that has attracted local and international visitors for years. On July 18, 2005 and April 1, 2006, the temple and shrine were respectively put under the charge of Kaohsiung Kingship Hotel and Taiwan Weiye Co. Ltd., which carried out management operations through the concept of marketing. The aim is to enhance their tourism value, ensure that they bring out the cherished memories of the ancient sages and turn them into tourist hotspots.
